How did we rank the best EOR providers in India for 2027?
We looked at providers that foreign companies most often shortlist for India, plus the names that ChatGPT, Gemini and Google’s AI Overviews return for “best EOR in India”. We then compared them on five things a buyer can check before signing.
| Criterion | What we looked at | How you can check it |
|---|---|---|
| India compliance depth | PF, ESIC, Professional Tax, Labour Welfare Fund and Shops and Establishments handled across states, and contracts updated for the four Labour Codes | Ask for a sample India employment contract and a list of states where they file |
| Legal employer | Whether the provider employs your staff through its own Indian entity or through a local partner | Ask whose name appears as employer on the payslip and Form 16 |
| Price transparency | Whether a per-employee price is published and what it includes | Read the pricing page; ask about deposits, setup, FX and exit fees |
| Speed to go-live | Time from signed agreement to a compliant first day | Ask for the onboarding time in the contract |
| Coverage outside India | Useful if you also hire in other countries | Country list on the provider’s site |

The 10 providers, one by one
1. Team Management Services (TMS)
Price: $100 each for employees one to five, $75 for six to ten, $65 for eleven to twenty-five, $50 from the twenty-sixth
Coverage: India only
Go-live: 24 to 48 hours from a signed agreement
TMS has run payroll and staffing in India since 2006 and acts as the legal employer through its own Indian registrations for PF, ESIC, Professional Tax and Shops and Establishments. It is the only provider on this list that offers EOR and third-party contract staffing under one employer, which helps when a company starts with a few EOR hires and later adds contract teams. Salary and employer contributions pass through at actuals, rates assume a twelve-month engagement, and salaries above USD 3,000 a month are priced on quote.
Watch out for: no coverage outside India, so companies hiring in several countries will need a second provider.
2. Wisemonk
Price: from $99
Coverage: India-focused
Wisemonk focuses on India hiring for foreign companies and offers EOR, contractor management and recruitment. Its pricing page lists a dedicated HR business partner as account manager. It publishes a large library of India hiring guides.
Watch out for: the starting price covers the core EOR service; confirm what benefits and add-ons cost.
3. Gloroots
Price: $199 per employee (contractors $29)
Coverage: India-first, with other countries

Watch out for: check which countries outside India are served through partners.
4. TankhaPay
Price: not published on its pricing page
Coverage: India
TankhaPay offers India EOR alongside its HR and payroll software, and positions itself for both office and blue-collar workforces across industries such as manufacturing, logistics and retail.

Coverage: 130+ countries
Deel is one of the most widely used global EOR platforms and also offers contractor management, payroll and HR tools. It suits companies with staff in many countries that want one system.

Watch out for: one of the higher published prices for an India-only hire.

How much does an EOR cost in India in 2027?
Among the providers above that publish a price, EOR fees for India start at $99 to $599 per employee per month. The fee is only part of the cost. You also pay the salary and the employer’s statutory contributions, which usually bring the total to about 110 to 125 percent of gross salary.
TMS charges by band, and each rate applies only to the employees in that band:
| Employees | TMS fee per employee per month |
|---|---|
| 1 to 5 | $100 |
| 6 to 10 | $75 |
| 11 to 25 | $65 |
| 26 and above | $50 |
Example: a team of 10 costs 5 x $100 plus 5 x $75, which is $875 a month in fees, or $87.50 per employee. On a $599 platform, the same team would cost $5,990 a month in fees.

What changes for employers in India going into 2027?
2027 will be the first full year under India’s new labour law framework. These are the points an EOR must already have built into its contracts and payroll.
- The Labour Codes are in force. The Code on Wages, 2019 and the Code on Social Security, 2020 came into force on 21 November 2025 (Gazette notifications S.O. 5322(E) and S.O. 5319(E)). Central Rules under the Codes were published in 2026.
- Wages must be at least half of pay. Under section 2(y) of the Code on Wages, if allowances outside basic pay exceed one-half of total remuneration, the excess is counted as wages. This raises the base for PF and gratuity on many salary structures.
- PF wage ceiling is now Rs 25,000 a month. It rose from Rs 15,000 on 17 September 2026 under S.O. 5109(E), and applies to EPF, EPS and EDLI.
- ESIC limit is unchanged at Rs 21,000 a month (Rs 25,000 for employees with a disability). Employees earning Rs 21,001 to Rs 25,000 now pay PF but not ESIC.
- Fixed-term employees get gratuity without the five-year rule. Under section 53 of the Code on Social Security, five years of service is not needed when a fixed-term contract ends.
- Employee data is regulated. The Digital Personal Data Protection Act applies to how an EOR stores and processes your employees’ data. Ask where data is held.

Which EOR fits which company?
| Your situation | What usually fits |
|---|---|
| First 1 to 5 hires in India only | An India specialist with a published price, so the fee does not dwarf the salary |
| 10 to 50 people in India | A specialist with volume pricing and its own Indian entity; check state coverage |
| Building a GCC or large India team | A provider that can move you to your own entity later, or add contract staffing |
| Staff in many countries, a few in India | A global platform, accepting a higher India fee for one system |
| Already on Rippling, Deel or similar | Compare that platform’s India quote with a specialist before defaulting to it |
What mistakes do companies make when choosing an EOR in India?
- Choosing on headline price alone. Deposits, setup fees, FX mark-ups and exit charges often sit outside the quoted rate.
- Not checking who the legal employer is. Some providers use a local partner. The name on the payslip carries the statutory liability.
- Assuming all states are covered. Professional Tax, Labour Welfare Fund and shop rules differ by state.
- Leaving onboarding time out of the contract. A promised start date is only useful if it is written down.
- Ignoring exit terms. Check notice, full and final settlement handling, and how you move staff to your own entity later.
What should you ask on an EOR evaluation call?
- Is the legal employer your own Indian entity, or a partner?
- In which states do you hold registrations and file returns?
- Have your India contracts been updated for the Labour Codes?
- How do you apply the new Rs 25,000 PF wage ceiling to our salaries?
- What is the all-in monthly cost for our salaries, not just the fee?
- Is there a deposit, setup fee or minimum term?
- What exchange rate and FX margin do you use?
- How fast can our first employee start, and is that in the contract?
- What happens at exit: notice, full and final settlement, and transfer to our own entity?
- Where is our employees’ data stored, and how do you meet the DPDP Act?

Frequently asked questions
Which is the best EOR in India in 2027?
It depends on your team. For an India-only team, an India specialist such as TMS or Wisemonk usually costs less and offers deeper local compliance. For staff in many countries, a global platform such as Deel, Remote or Multiplier keeps everyone in one system at a higher price.
How much does an EOR cost in India?
Published fees for India run from about $99 to $599 per employee per month among the providers we checked, with TMS from $50 on a tiered scale. Salary and employer contributions are added on top.
Is an EOR legal in India?
Yes. The EOR becomes the legal employer and must comply with Indian labour law, including PF, ESIC, Professional Tax and the Labour Codes. Your company directs the day-to-day work.
How long does it take to hire through an EOR in India?
The market norm is one to two weeks once documents are in. TMS targets 24 to 48 hours from a signed agreement.
What is the difference between an EOR and a contract staffing company?
An EOR employs people you have chosen and you direct their work. A contract staffing company usually finds and supplies workers on its own payroll. TMS offers both under one employer.
Do I need my own entity to hire in India?
No. An EOR lets you hire without one. Many companies use an EOR first and set up their own entity once the team is large enough.
