Registration

registered on the official portal of Maharashtra’s Department of
Skill, Employment, Entrepreneurship,
and Innovation.

Operational Duration

The organization must have
been in continuous operation for
at least three years from the
date of application.

Enrollment in Government Organizations:

  • Registration with the Department for Promotion of Industry and Internal Trade (DPIIT) is a requirement for the establishment.
  • Registration with the Employees’ State Insurance Corporation (ESIC) is required.
  • Registration with the Employees’ Provident Fund Organization (EPF) is required.
  • It needs to have a current Udhyog Aadhar registration.

How MYKPY Works for Employers – Step by Step

The Mukhyamantri Yuva Karya Prashikshan Yojana (MYKPY) is a Maharashtra state government scheme where the government pays the majority of the trainee stipend directly to the trainee via DBT (Direct Benefit Transfer), and the employer pays only a small top-up. Trainees are not employees – no PF, ESIC, gratuity, or labour law obligations apply during the 6-month training period.

  1. Register on the Mahaswayam portal (mahaswayam.maharashtra.gov.in) as an employer – provide company registration, DPIIT, ESIC, EPF, and Udhyog Aadhar details
  2. Post training vacancies – specify qualification required, number of trainees, training location, and role description
  3. Shortlist and select trainees – from the pool of registered Maharashtra-domicile unemployed youth on the portal
  4. Execute tripartite training agreement – between Maharashtra government, employer, and trainee; registered on the portal
  5. Upload monthly attendance – triggers government DBT payment of Rs.6,000-10,000 directly to trainee bank account
  6. Pay employer top-up stipend – employer pays only Rs.2,000-4,000/month by bank transfer
  7. Issue completion certificate – at end of 6-month training period; may absorb trainee as regular employee (no legal obligation)

The government pays its share via Aadhaar-linked DBT directly to the trainee – this amount does not flow through the employer at all, significantly simplifying compliance.

Employer Eligibility Requirements for MYKPY

  • Business must operate within Maharashtra (registered office or branch in Maharashtra)
  • Registered with the Department of Skill, Employment, Entrepreneurship and Innovation
  • Must have operated continuously for at least 3 years
  • Required government registrations: DPIIT, ESIC, EPF, Udhyog Aadhar (Udyam Registration)
  • Must designate a supervisor for each trainee
  • Must maintain training records and upload monthly attendance on Mahaswayam
