What it is

What are manpower outsourcing services?

Manpower outsourcing is when a company hands the employment and management of part of its workforce to a specialist partner. The workers do their jobs at your sites, under your day-to-day direction, but they sit on the partner’s payroll. The partner issues appointment letters and payslips, deposits PF and ESI, files statutory returns and manages the full employee lifecycle from onboarding to exit.

At TMS this runs as a managed engagement rather than a headcount handover. You get a single accountable partner for sourcing or transfer, formal employment, payroll, statutory compliance and replacements. Every worker is a properly documented employee on our books, with contributions to PF at the standard 12% employer rate, ESI at the 3.25% employer share, professional tax and Labour Welfare Fund where they apply.

The practical difference: your labour records stand up to your auditors, your board and a labour inspector, because the paperwork, the contributions and the filings are all in one accountable place.

What TMS delivers

What you get with TMS manpower outsourcing

Workers on our payroll

Every deployed worker gets an appointment letter, monthly payslips and statutory benefits, employed formally on TMS rolls.

Compliance handled

PF, ESI, professional tax, LWF and Labour Code obligations managed for you, with monthly proof of every filing.

Named account team

A dedicated account manager and compliance team for your engagement, not a shared helpdesk queue.

Live HRMS visibility

A portal that shows current headcount, attendance, payslips and compliance documents whenever you need them.

Replacements and backfill

Attrition is expected and planned for. We manage replacements and backfill so your line strength holds.

Supervisory layers

Team leads and supervisors deployed alongside workers where a site needs an on-ground reporting structure.

Outsourcing vs labour supply

Managed outsourcing vs informal labour supply

Both put people on your floor. Only one puts you on the right side of an audit. Here is how a managed TMS engagement compares with the informal contractor model.

Area TMS managed outsourcing Informal labour supply
Employment Formal appointment letters and payslips on TMS payroll Often verbal or undocumented arrangements
Statutory dues PF, ESI, PT and LWF deposited and evidenced monthly Coverage patchy or missing, liability drifts back to you
Records Wage registers, challans and ECRs kept audit-ready Thin paperwork that struggles under inspection
Accountability One named partner across the staffing stack Fragmented across multiple thekedars
Approach Compliance-first, built for enterprise scrutiny Cost-first, with compliance an afterthought

Why TMS

Why enterprises choose TMS

Nearly two decades in the field

We have run contracted workforces for Indian enterprises since 2006, through every major change in labour regulation.

Compliance discipline

State-wise wage masters, automatic minimum wage adjustments and monthly proof of PF challans, ESI receipts, ECRs and wage registers.

One contract, every state

Multi-state enterprises run on a single agreement while we handle localised wage, tax and LWF treatment site by site.

Built for scrutiny, not just for cost

With 8,500+ employees on payroll and 450+ clients across 100+ cities, TMS is structured so your labour records hold up when your auditors, your board or a labour inspector ask to see them. State minimum wage changes flow into payroll automatically, and contract labour registration and licensing are tracked against the thresholds that apply to your sites, including the OSH Code trigger at 50 contract workers.

FAQ

Manpower outsourcing FAQs

What is the minimum headcount for manpower outsourcing with TMS?

Our engagements are enterprise-focused and typically start around 50 or more workers, usually for clients with 100+ total employees. Minimums are flexible, but we do not take on one-off casual labour supply.

Who is the legal employer of the outsourced workers?

TMS is. Workers are employed on our payroll with appointment letters and payslips, and we deposit PF and ESI as the employer of record. Under the Contract Labour Regulation and Abolition Act, your company keeps a verification duty over that compliance, which our monthly proof pack is designed to support.

Can you take over our existing staff?

Yes. We run a structured payroll transfer that moves your existing team onto TMS rolls, handles the statutory transitions and manages PF transfers, so people keep working through the change.

How do you handle different minimum wages across states?

We maintain state-wise wage masters and adjust payroll automatically when a state revises its minimum wage. Multi-state clients run on one contract while each site is treated on its own local wage, tax and LWF rules.

What compliance proof do we receive?

Each month you get PF challans, ESI receipts, ECRs and wage registers, along with documentation packs for audit support. The idea is that you can evidence compliance at any time without chasing us for paperwork.

Which locations do you cover?

We operate across 100+ cities in every state and union territory, headquartered in Mumbai, with localised wage, tax and LWF handling built into each deployment.

How is this different from hiring a local contractor?

A local contractor usually supplies bodies with thin paperwork. TMS runs a managed engagement: formal employment, owned compliance, live HRMS visibility and a named account team, so accountability sits in one place rather than scattered across informal arrangements.
