Contract Staffing vs Direct Hiring in India: A Real Cost Comparison for 2026
When a company needs more people in India, the first question is usually simple: is it cheaper to hire directly, or through a contract staffing partner? To answer that, you need to know the real contract staffing cost in India, not just the salary.
The honest answer is that the salary is the same either way. What changes is everything around it:
- Hiring and replacement cost
- Statutory costs such as PF, ESIC and gratuity
- Payroll and compliance work
- The cost and risk when someone leaves
This guide puts both options side by side, with a worked example, so you can compare the full cost and not just the monthly pay.
Key takeaway: PF and gratuity apply in both models. Contract staffing adds a service fee, but removes hiring cost, payroll work and most exit risk. For short-term, project or fast-scaling roles it is often the cheaper total cost. For long-term core roles, direct hiring usually wins.
What a direct hire really costs
A direct hire costs more than the salary on the offer letter. The main extra costs are:
- Hiring cost. Agency fees are usually around 8.33% of annual salary, or recruiter time, job ads and interviews.
- Employer PF. 12% of PF wages, plus small EDLI and admin charges.
- ESIC. 3.25% of wages, where wages (basic plus DA, counted as at least half of gross pay) are Rs 21,000 a month or less.
- Gratuity. Set aside at about 4.81% of basic pay every month from the start, and paid once the employee completes the qualifying period of service.
- Bonus, leave and benefits. Depending on salary and state.
- Payroll and compliance work. Monthly payroll, PF and ESIC filings, professional tax, labour welfare fund and registers.
- Exit cost. Notice period, full and final settlement and hiring again.
Contract staffing cost in India: what you pay
With contract staffing, the staffing partner is the legal employer. It hires, runs payroll, pays statutory dues and handles compliance. You pay one monthly invoice made up of:
- Salary. The same as you would pay directly.
- Statutory costs. PF, ESIC, gratuity and bonus, passed through at actual cost.
- Service fee. Usually a percentage of salary, agreed in the contract.
Statutory costs do not disappear with contract staffing. What you save is the hiring cost, the in-house payroll and compliance effort, and much of the risk when roles change or end.
Contract staffing vs direct hiring: a side-by-side example
An illustrative example for one employee on a gross salary of Rs 30,000 a month, with basic pay of Rs 15,000. Figures are rounded and will vary by state, salary structure and contract terms.
| Monthly cost | Direct hire | Contract staffing |
|---|---|---|
| Gross salary | Rs 30,000 | Rs 30,000 |
| Employer PF with EDLI and admin (about 13% of basic) | Rs 1,950 | Rs 1,950 (passed through) |
| Gratuity provision (about 4.81% of basic) | Rs 720 | Rs 720 (passed through) |
| Employer ESIC (3.25% of Rs 15,000 wages) | Rs 488 | Rs 488 (passed through) |
| Hiring cost spread over 12 months | Rs 2,500 | Included |
| Payroll, HR and compliance work (estimate) | Rs 1,500 | Included |
| Service fee (example: 10% of gross) | None | Rs 3,000 |
| Approximate total per month | Rs 37,158 | Rs 36,158 |
ESIC applies here because, since 21 November 2025, it is worked out on wages under the Code on Social Security, not on gross pay. In this example wages are Rs 15,000 (basic pay, which is also half of gross), so the employer pays 3.25% and the employee 0.75%.
Contract staffing invoices also carry 18% GST, which most GST-registered businesses can claim back as input tax credit.
In this example the totals are close. The real difference shows up when:
- the role is short-term or project-based
- you need many people quickly
- someone leaves early and you have to hire again
Each replacement repeats the hiring cost for a direct hire, while a staffing partner absorbs it. To work out your own numbers, use our contract staffing cost calculator.
When contract staffing works out cheaper
- Project or fixed-duration roles
- Roles you need to fill quickly, or in large numbers
- New cities or states where you have no HR or compliance set-up
- Roles with high attrition, where hiring again is a regular cost
- Teams you want to test before adding permanent headcount
When direct hiring makes more sense
- Long-term core roles that are central to your business
- Senior or highly specialised positions with low attrition
- Teams where you already have strong in-house HR and payroll
Many companies use both: core roles on their own payroll, and project or volume roles through a staffing partner. For the compliance side of this decision, read contract staffing vs in-house hiring: which is better for compliance.
Frequently asked questions
Is contract staffing cheaper than direct hiring in India?
Not always on salary, which is the same in both. It is often cheaper in total for short-term, project or fast-scaling roles, because hiring, payroll and exit costs are included in one fee.
Do PF and ESIC apply to contract staff?
Yes. Contract staff are covered by PF and ESIC like any employee. The staffing partner, as the legal employer, deducts and pays them and passes the cost through on the invoice.
How are contract staffing fees charged?
Most partners charge a service fee as a percentage of the employee’s salary, on top of salary and statutory costs. The exact rate depends on role, volume and contract length.
Who is responsible for compliance in contract staffing?
The staffing partner handles payroll and statutory compliance as the employer. As the principal employer, you should still check that dues are paid, so ask for monthly compliance proof.
