Step 1 — Requirement Briefing (Day 1)
You share your staffing requirement — roles, skills, location, duration, and CTC range. A senior TMS HR consultant reviews and confirms the scope within 4 business hours.
Step 2 — Talent Sourcing & Screening (Day 1–3)
TMS sources from our pre-vetted talent database and active candidate network. All candidates are screened for skills, statutory eligibility, and background. You receive a shortlist within 48 hours for most roles.
Step 3 — Client Interview & Selection (Day 3–5)
You interview shortlisted candidates and select your preferred hire. TMS handles offer rollout, negotiation support, and onboarding logistics.
Step 4 — Compliant Onboarding (Day 5–7)
TMS issues employment contracts, collects KYC and statutory documentation (PAN, Aadhaar, bank account), registers the employee for EPF and ESIC, and executes joining formalities on your behalf.
Step 5 — Payroll & Statutory Compliance Goes Live
Monthly payroll is processed by TMS — salary disbursement, EPF/ESIC/PT/TDS deductions, and all statutory filings. You pay one consolidated invoice. No HR admin burden on your team.
Step 6 — Ongoing Management
TMS provides your contract staff with a dedicated HR support desk. You get monthly compliance MIS reports. Any HR issues (attendance, grievances, exits) are managed by TMS’s team.
Reduced Compliance and Legal Liabilities
Since contract employees are placed on a third-party payroll, companies are not directly responsible for statutory benefits like PF, ESIC, gratuity, or labour law compliance. This significantly lowers legal and financial risks.
Simplified HR and Administrative Processes
Contract staffing shifts the responsibility of onboarding, payroll processing, documentation, and exit formalities to the staffing partner. This reduces internal workload and allows HR teams to focus on strategic priorities.
Flexible and Scalable Workforce
Businesses can easily scale their teams up or down based on project requirements, seasonal demands, or budgets—without long-term employment obligations. This flexibility helps manage costs while staying agile.
Multi-location Deployment and Focus on Core Operations
Contract staffing enables quick workforce deployment across different regions without setting up local infrastructure. This supports business expansion while allowing internal teams to stay focused on core activities.

Contract staffing in India is regulated under multiple central and state laws. Non-compliance is not just a financial risk — it is a criminal liability for the principal employer (your company). Here’s what TMS manages on your behalf:
If you engage contract labour through a contractor (TMS), you are the “Principal Employer” and TMS is the “Contractor.” TMS maintains all required registrations, licenses, and returns under CLRA. You are insulated from direct liability.
All contract employees earning ≤ ₹15,000/month basic must be enrolled in EPF. TMS registers each employee, makes monthly EPF contributions (12% + 12%), and files ECR returns on time. UAN (Universal Account Number) is generated and employee’s PF account is maintained.
Employees earning gross ≤ ₹21,000/month are covered under ESIC. TMS handles registration, monthly ESIC challan, and half-yearly returns. Employees get access to ESIC medical benefits — which often reduces attrition.
Applicable in Maharashtra, Karnataka, Tamil Nadu, Andhra Pradesh, West Bengal, Telangana, and other states. TMS calculates state-specific PT, deducts from salary, and files returns to the concerned state authorities.
TMS ensures all contract employees are paid at or above the applicable Minimum Wages — which vary by state, skill category, and industry. Central and state minimum wage revisions are tracked and applied automatically.
TMS computes TDS on salaries, deposits monthly, files Form 24Q quarterly, and issues Form 16 to employees annually.
TMS maintains all mandatory registers under the Contract Labour Act: Form XII (register of contractors), Form XIII (employment card), Form XIV (service certificate), Form XV (wage register), Form XVI (muster roll). All registers are maintained digitally and available for client audit at any time.
Zero non-compliance in 19 years. TMS has never received a statutory penalty across any client engagement. That’s the compliance standard we bring to your workforce.
Q: What is the minimum engagement period for contract staffing?
A: TMS offers contract staffing from 1 month onwards. For project-based roles, we typically recommend a minimum 3-month engagement to allow for onboarding and productivity ramp-up. Annual contracts are most common.
Q: Can we convert a contract employee to permanent after the contract period?
A: Yes. Many of our clients use contract staffing as a “try before you buy” arrangement. If you choose to absorb the employee directly onto your payroll, TMS facilitates a clean transition with full & final settlement, PF transfer, and exit documentation.
Q: What if a contract employee underperforms or needs to be replaced?
A: TMS’s service includes replacement guarantee. If a deployed employee doesn’t meet expectations within the agreed probation window (typically 30–45 days), TMS provides a replacement at no additional recruitment cost.
Q: Who is responsible if there’s a labour dispute with a contract employee?
A: TMS, as the legal employer, takes primary responsibility for labour law compliance, wages, and statutory obligations. All employment contracts are between TMS and the employee. However, if a dispute arises from workplace conditions at your premises, joint coordination is required. TMS provides guidance and legal support throughout.
Q: Can TMS deploy contract staff across multiple cities simultaneously?
A: Yes. TMS deploys across 100+ locations in India. Multi-city deployments are common — we handle location-specific compliance (different PT rates, Shops & Establishments registrations, minimum wages) for each city centrally.
Q: Is there a minimum headcount for contract staffing with TMS?
A: No minimum headcount. TMS works with single-employee deployments as well as deployments of 500+. Pricing is flexible and scales with headcount.
Q: What documentation does TMS provide to clients each month?
A: Monthly: payroll register, statutory payment proofs (EPF challan, ESIC challan, PT), compliance MIS report, and employee attendance summary. Quarterly: TDS challan and Form 24Q. Annually: Form 16 for all employees, compliance summary report.
Contract staffing helps businesses scale quickly, reduce HR and compliance workload, ensure statutory compliance, and improve cost efficiency while maintaining full control over daily operations.
TMS acts as the legal employer, managing payroll, statutory compliance, and employee documentation, while you manage the employee’s work and performance.
Yes. TMS supports smooth employee transition with proper onboarding, compliance setup, and payroll management, ensuring zero disruption to your operations.
We manage all statutory requirements including PF, ESIC, PT, and labour law compliances with timely filings and audit-ready processes, helping you minimize legal and operational risks.
Understanding the full cost of contract staffing helps you make informed workforce decisions. Here’s what goes into the billing structure:
Typical Contract Staffing Invoice = Employee CTC + Employer Statutory Costs + TMS Service Fee
| Cost Component | Description | Approximate % of CTC |
|---|---|---|
| Employee CTC | Monthly gross salary agreed with employee | Base |
| EPF (Employer contribution) | 12% of basic salary | ~4–6% of CTC |
| ESIC (Employer contribution) | 3.25% of gross (if wages ≤ ₹21,000/month) | ~2–3% of CTC |
| Professional Tax | State-specific (₹200–300/month max) | Minimal |
| Bonus provision | 8.33% of basic (statutory bonus) | ~4% of CTC |
| Gratuity provision | 4.81% of basic (for long-tenure staff) | ~2–3% of CTC |
| TMS service fee | Management, payroll, compliance, HR support | Transparent — quoted upfront |
Key insight: Contract staffing through TMS typically costs 15–25% less than a permanent hire when you factor in savings on recruitment, employer PF on higher CTC, gratuity accruals, and the elimination of HR/payroll team overhead.
| Factor | Contract Staffing via TMS | Permanent Hire (In-house) |
|---|---|---|
| Recruitment time | 48 hours average | 4–8 weeks |
| Recruitment cost | Included in service fee | 8–15% of annual CTC (agency fee) |
| HR admin burden | Zero — TMS handles | Full — your HR team |
| Compliance risk | Zero — TMS owns it | Yours entirely |
| Scale up/down | Immediate | Slow (notice periods, severance) |
| Probation/trial | Built into contract period | 3–6 months with risk |
