NAPS (National Apprenticeship Promotion Scheme)
The National Apprenticeship Promotion Scheme (NAPS) is a government initiative by the Ministry of Skill Development and Entrepreneurship to incentivize employers to engage apprentices. Under NAPS, the government reimburses a portion of the stipend paid to apprentices and shares the cost of basic training, making apprenticeship programs financially viable for businesses of all sizes.
NAPS was launched to accelerate India's apprenticeship ecosystem by reducing the financial burden on employers who engage apprentices for workplace training. The scheme addresses the twin challenges of youth unemployment and industry skill gaps by creating a structured, incentivized framework for on-the-job learning.
Under NAPS, the government provides two key financial incentives. First, stipend support of 25% of the prescribed stipend, up to a maximum of INR 1,500 per month per apprentice, is reimbursed directly to the employer. Second, basic training cost support of up to INR 7,500 per apprentice is provided to employers or Basic Training Providers (BTPs) for apprentices who require foundational training before commencing on-the-job training. These reimbursements are processed through the national apprenticeship portal.
NAPS covers all categories of apprentices under the Apprentices Act, including trade apprentices in designated and optional trades, as well as fresher apprentices hired under the scheme. The scheme is applicable to all establishments registered on the apprenticeship portal, including micro, small, and medium enterprises (MSMEs) that form the backbone of India's economy.
The enrolment process involves establishment registration on the apprenticeship portal (apprenticeshipindia.gov.in), signing of apprenticeship contracts between the employer and apprentice, contract registration on the portal, monthly stipend payment by the employer, and claim submission for government reimbursement. The scheme has been instrumental in growing India's formal apprenticeship numbers, with millions of apprentices engaged since its launch.
